Who we are
Our Philosophy
Good strategy is simple: understand the landscape, define the goal, tell the truth about what it takes, and execute relentlessly.
We believe the strongest campaigns and public initiatives are built on clarity, discipline, and respect for the communities and stakeholders involved.
At The CinCon Group, we approach every engagement—whether it’s a ballot initiative, a municipal negotiation, a legislative effort, or an electoral campaign—with the same core principles:
Know the terrain. Data, research, and listening come first.
Build real relationships. Power is built with people, not spreadsheets.
Be honest about the path. Clients deserve clear eyes, not wishful thinking.
Execute without excuses. Strategy only matters if it gets done—and gets done well.
These values guide our work and reflect a simple truth: success comes from focus, preparation, and disciplined action.
What we do
The CinCon Group (CCG) is a full-service, vertically integrated strategic consulting firm founded by Jay Cincotti and the late Chris Condon. We partner with campaigns, elected officials, businesses, labor unions, government agencies, and advocacy organizations to navigate complex political, legislative, and public-facing challenges.
Rooted in decades of work in grassroots organizing, political strategy, communications, labor advocacy, and public affairs, CCG has helped elect candidates at every level, run statewide ballot campaigns, guide major legislative efforts, support municipal-level negotiations, and execute broad-based public education initiatives.
What makes us different is our ability to integrate political strategy, field operations, communications, creative design, message development, earned media, paid media, and targeting under one roof. This structure ensures discipline, message consistency, and cost-efficiency for clients who are looking for a clear plan and a partner who can actually carry it out.
Our Team
Jay Cincotti
Founding Partner & Principal
Jay Cincotti is a founding partner and principal of The CinCon Group. His background spans grassroots organizing, data analytics, targeting, and campaign management across municipal, legislative, statewide, and federal races.
Jay has helped elect mayors and legislators across Massachusetts, including serving as GOTV Director for Boston Mayor Michelle Wu’s 2021 campaign, and overseeing successful re-election campaigns for Everett Mayor Carlo DeMaria, Haverhill Mayor Jim Fiorentini, and Lynn Mayor Jared Nicholson.
From 2008 to 2014, Jay directed the Massachusetts Democratic State Senate Leadership PAC, contributing to dozens of legislative victories and helping expand the Democratic majority even during challenging national cycles. In 2013, he managed Congressman Stephen F. Lynch’s U.S. Senate special election campaign and consulted on Katherine Clark’s successful congressional special election.
Jay’s career spans all levels of American politics—from select board races to national GOTV operations for Senator Harry Reid (1998) and Governor Jon Corzine (2005). He also served as Coordinated Campaign Director and later Director of Operations for the Massachusetts Democratic Party, helping lead the party through the 2004, 2006, and 2016 election cycles.
His work extends beyond electoral politics to include major advocacy and public education campaigns with organizations such as 1199SEIU, the Massachusetts AFL-CIO, the New England Carpenters, Raise Up Massachusetts, Stand for Children, and the Trust for Public Land.
Jay holds a BA in Political Philosophy from Trinity College in Hartford, Connecticut.
Chris Condon
Founding Partner (In Memoriam)
Chris Condon was a founding partner of The CinCon Group whose leadership and strategic sensibility continue to shape the firm. Chris passed away in early 2023 after a battle with cancer, but his work and philosophy remain foundational to who we are.
Chris spent more than 20 years as Legislative and Political Director of SEIU Local 509, helping grow the union from 8,000 to over 20,000 members while building one of the most effective labor political operations in Massachusetts. He was widely recognized as a highly skilled lobbyist, playing decisive roles in securing Paid Family and Medical Leave, Emergency Paid Sick Time, and the landmark legislation allowing family child care providers to unionize.
After earning a master’s degree in Survey Research from the University of Connecticut, Chris became a trusted pollster for major organizations and campaigns across the state, including Raise Up Massachusetts, legislative leadership committees, 1199SEIU, the Massachusetts AFL-CIO, and the Environmental League of Massachusetts.
Chris leaves a legacy of discipline, integrity, and effectiveness—values that continue to guide the firm he helped build.
